10 constituencies for Zanskar in Kargil Hill Council demanded

JAMMU, Apr 11: Even the creation of Hill Development Council for Kargil will not bring an end to discrimination and neglect if the land-locked and remote Sub-Division of Zanskar was not given adequate constituencies in the Council.
This was stated by representatives of people of Zanskar—Tsering Chhosphel and Sonam Stobgias while addressing a media-conference here today. "Nodoubt, the grant of Hill Development Council status for Kargil is a welcome step but it was really painful that Kargil district administration has proposed only three council constituencies for entire Zanskar sub-division despite the fact that the area comprises 60 percent of the total land area of entire Kargil district", they said.
The creation of constituencies for Council is being done on the basis of population and no consideration is being given to backwardness, topography and other factors as was done while forming council constituencies of Ladakh Hill Council, Mr Chhosphel said, pointing towards the fact that Markha, Wanla and Korzok constituencies have less voter strength than Leh, but former were granted more constituencies.
"Even in delimitation of parliamentary and Assembly constituencies, population alone is not the single criteria but other factors like backwardness are also being taken into consideration", Mr Stobgias said , adding that the continuous discrimination and neglect of Zanskar Sub-Division clearly showed that development and basic amenities in Kargil district were being provided purely on communal basis.
While creating constituencies for the Council, it should be taken into consideration that Zanskar is mountainous and hilly area and remains cut off from the rest of the country for seven to eight months in a year and no development has taken place in the area for the past over 50 years, they said, pointing that justice should be provided to the area which lack political representation.
They demanded 10 constituencies for the Zanskar sub-division with two each for Lungnak and Padum and one each for Stot, Sham, Kunkhor and Changynos etc. "We had already submitted a memorandum of these demands to the Chief Minister, Deputy Chief Minister and Law and Parliamentary Affairs Minister but till today, no positive response has been received", they regretted.
They appealed the Government to consider the problems of Zanskar sub-division while finalizing delimitation of constituencies for Kargil Hill Council so that land-locked area could get justice. But, they at the same time warned that, if the sub-division was not given due share in the Hill Council, the minority Buddhist community would not hesitate in taking any harsh step.
